How many hands high is the biggest horse?

It depends on the breed of the horse.

For instance a shetland pony is going to be real small I would say around 40inches.

For a Clydesdale they can be around 20hh.

Or Arabians can be around 14hh-15hh.

the regular horse is about 16-17 hands. Most horses are smaller than that
