Why did mr godell think mr escalante got laid off from his job?

Mr. GoDELL thought Mr. Escalante got laid off from his job because he saw Mr. Escalante cleaning Windows at his house during work hours. This led Mr. GoDELL to mistakenly assume that Mr. Escalante had lost his job.
