Can you become a member on Club Penguin for free?

If you mean as if you are PAYING or using a card, then yes. Just go to parent account and cancel the membership. And if you just signed up, (Not Paying) Then if you don't sign in for 90 days, then they will delete your account. But as long as your a member they won't do that.
