Why are Japanese so perverted?

Look at the horrible story of Junto , she was 17, tortured, kidnapped and ultimately killed by young boys. Not to mention that the sentences all 4 received were by all accounts shameful. They should have been given the death penalty, instead they received just a few years each. Meanwhile,her life surely was worth more than that.
