Can herpes on your thigh travel to genital?

Herpes is usually a localized infection, it doesn't typically travel to other body parts away from the site of infection on its own.

If you touch a break out then with in seconds touch your genitals with in seconds then it could get passed from your thighs to your genitals. Refrain from touching a break out if you have to touch it, wash your hands asap.
