Can anyone explain on the Article 29 and 30 in Human right law?

Article 29 of the Universal Declaration of Human Rights addresses the responsibilities of individuals to the community and emphasizes that the exercise of rights and freedoms may be subject to limitations for the purpose of ensuring respect for the rights of others and for the just requirements of morality, public order, and the general welfare. Article 30 asserts that nothing in the Declaration can be interpreted as implying that any state, group, or person has the right to engage in activities aimed at the destruction of any of the rights and freedoms set forth in the document.
