How is a scale like justice?

It is a balance between fairness, mercy, compassion, etc, and punishment, guilt, and strict regulation.

The courts must be balanced in order to work properly-- too much mercy, and criminals go free. But, if the court ignores emotional/situational circumstances completely, an important element of a case will be overlooked. In order to work most efficiently, there must be balance between these elements.
