Dr. Madison A. Kelly arrived in Lewiston, (then part of the Washington Territory) on April 15, 1862.(He served several terms as mayor, including being the first to officially hold the office, appointed by the Washington Territorial Legislature in 1863. He also served as Nez Perce County treasurer and on the city Council.)
