A Monarchy is at its simplest a country with a King or Queen.
Tyranny is when a Country is run by a single person or Small Group of people for their own benefit always and absolutely and allow no freedom.
While A Monarchy could be a Tyranny the ones around today are mostly not, England is a good Example. They have a Queen but the real control lays with an Elected Parliament.
