Aphrodite (Greek mythology) or Venus (Roman mythology) was the goddess of love and beauty. She protected the love between couples.
She sometimes ordered Eros (Greek) or Cupid (Roman) to make people fall in love, by striking them with an arrow. If the tip of the arrow was dipped in honey and ambrosia, their love would be long and beautiful. If the arrow had venom on it, this love would be unfortunate and with very painful results: either unrequited, or short-lived, combined with hatred, or forbidden though strong.
Sometimes, when people fell in love passionately but with the wrong person (it seemed an unreasonable love: for example, Phaedra and Hippolytus), or they would be made unhappy by the other, people would say that Eros and Aphrodite had reasons to mess with their lives (well, Eros sometimes did it just for fun).
---- Unless we're talking about the strategy game 'Zeus': in there, she has the power to magically increase your town's population, and appease both Hephaestus and Ares. Or she can be angry and hypnotise your people and drive them out of town.
Or the Japanese anime Sailor Moon: Venus has several powers, including a 'love-me chain' and a deadly kiss.
