You can't. You go do whatever you want in Lily-cove City. Some Wailmer's are blocking the sea's entrance. Then go to the OUTSIDE top of Mt. Pyre. The boss is there, steals an Orb, then the old lady gives you the last Orb. fly to Slate-port City, talk to Capon. Stern, then go inside to talk to the boss. He runs away, then go back to Lily-cove city, and the Wailmer's are gone
