The House directly represents the voters, and is elected every two years, establishing that each rep closely represents the majority views of his/her district about federal priorities.

Senators were - for our first century - appointed by state legislatures and represented in Congress the interests of state governments, not voters.

Framers wanted voters reps to control fed revenues.
