An entitlement is an obligation, something due by right, or law, or contract. In the broadest sense, an individual may feel he is entitled to a benefit or reward based on his status or actions.
The term is used in economics to mean the financial and other obligations of a government, either to certain individuals or to all citizens. Entitlements are provided under applicable contracts and laws.
