Yes, there is quite a bit of fore shadowing in The Hunger Games. Theres a lot but I can give you some examples. Bread was introduced very early in the book, later on with Peeta you realize how important bread was. And it says that Katniss's mom ran away with a coal miner, even though she was from the merchant area. This fore shadows Katniss choosing Peeta over Gale.
