How do you talk to a teenage girl you want to get to know?

i would start off by making small talk here and there. do you drive here every day? where did you get something? or such.... in a couple of week ask for her if she chats or has instant messanger, then ask for the email. its easier to talk on the computer for some people.... after a week ask her if she wants to hang out with friends.... and depending on how that goes, ask if she wants to go on a date sometime. good luck.
