What is fashion leader?

My description of a fashion leader would be someone that sets trends, isn't afraid of being different. For example if they follow the trends but add there own flair and has unique ideas as to what is fashion. Not someone like Lady Gaga that is WAY too much! something like Selena Gomez that dosent altar fashion too much but just enough
