If you are self-employed and do not receive a regular weekly, monthly, etc. income from a verifiable source; the IRS will levy the bank account of the person who has the tax arrearage to recover monies owed. They can also place a lien against any real property owned by the debtor and in some instances order a forced sale of said property.
