Is there a way to wipe a computer hard-drive without destroying programs or program data?

The 'format' command will appear to erase the hard-drive HOWEVER

• ALL it does is erase the reference track. The data will still be

on the drive (and can be recovered). There are programs that will physically write either random characters or just zeros to every sector of the drive - over-writing all the data that was stored.
