He fancies you in a lusty way but doesn't care for you. Men are driven by sex, whether they like that fact or not, it's a human nature thing. Basically, he just wants to get in your knickers, see what he can get away with. Sounds like 'no strings fun' from here. If you're happy to bounce around the bedroom with him, knowing you won't get a decent conversation or him being there if/when you need it, also knowing he could be bed hopping, then go ahead and have fun. But be safe and use protection. But if you like him lots and want a relationship with him you're clearly fighting a losing battle. 'Not being in a relationship' means he isn't tied to you in anyway, therefore he, in his mind, has the right to do whatever he pleases...be a free, single man, with you in the bed waiting if he needs it, out on the pull with his mates the rest of the time. He'd have the luxury of keeping an eye out for a girl to date while having someone to call for sex if and when he's lonely. This can be an emotional drain for the other party if they like him more than he likes them. They (you?) could end up heartbroken if they fall for him during the process and he finds the love of his life and leaves you. And it depends on your age too. Could be he just wants someone to experiment with. Whichever, he doesn't want commitment, which really means he's not terribly interested in you. You're 'disposable'. Hope that doesn't seem to blunt or icky :/
