The short Answer is yes. Now here is why. 1) ethics are made up of moral rules. You can think of these rules as "common law" 2) different societies and cultures have different set of moral codes 3) Just like children cultures are exposed to different stimulus and that produces different personality aka Morals. Over time a stimulus may effect a segment of the population in such a dramatic way that they alter as a society their moral make. One example of these is the civil right movement. It was once considered ethical to own a slave. Now that concept is considered unethical\moral. It is worth noting that in most cases the changing of moral\ethical views has a time period of great controversy. These controversy are the product of competing stimulus. In most cases the older stimulus will not want to allow for the changing view point and will offer through its effected people vigorous defense of the old system
