How big were mR t arms?

In an episode of the A-team, Mr. T buys new clothes and the salesgirl takes his measurements. When she measures his arm sizes, you can see on the measuring tape that his arms are 22 inches big. But she measures him with clothes on. But I don't believe that his arms were 22 inches, because his arms would be as big as the arms of Arnold Schwarzenegger in his prime.
