Can somebody block a mail send from a determined mail address to another mail address?

Yes. E-mail clients and servers can be configured to block e-mail both from and to specific e-mail addresses. However, generally, only the owner of the recipient address can configure such a block. Other than covert interceptions (malicious activity), it would be highly unusual for a third party to block mail between two independent parties.
