Why do people living in groups need some form of government?

Ancient societies need government because without it all hell would break lose. Nothing would get done because people wont know what to do. this will lead to people being unable to fulfill there basic needs and wont be able to survive very long because they would most likely be whipped out completely by another society. With out a government other societies would be able to take over because they would be easy to take over cause no one would be united.
