Do you mean why did the South secede in 1860? (Because the newly-elected Lincoln would not allow any extension of slavery.)

Or do you mean why did the South concede that California could be admitted as free soil in 1850? (Because they agreed to a deal, where official slave-hunters could hunt down runaways under the Fugitive Slave Act.)
