Could you find the circumference of a circle using the exact value for 3.14?

Do you mean the exact value of pi, which is 3.141592653589793238462643383...? You could, but it would be quite difficult to do without a calculator, and it's pointless, really. 3.14 is just the short way of writing pi. Most teachers just tell or expect you to use 3.14.
