Yes - provided the surface is structurally sound. Acid wash and scrub the surface first with a 1:10 solution of hydrochloric acid and water - USE PROTECTIVE EQUIPMENT! allow acid to work for about 20 - 30 seconds (not longer) and wash off - don't concentrate the power cleaner on one spot for too long.
