What makes a tribe nomadic?

The people of the tribe are wanderers and roam from place to place rather than establish permanent communities. I think the reasons for this are at least as practical as they are desirable. People need food and water for starters. If it isn't available, they need to search find a place where it is available. Personally, that is where I would settle down.
