What does it mean for a person to over analyze a situation?

* Many times a situation will be quite simple and an individual will analyze every aspect of that situation to the point they over analyze it and make the situation more difficult to solve. Example: The individual is invited to travel to a wedding and a 'yes' or 'no' response needs to be answered as soon as possible. The person that over analyzes will think this way: 'I don't know if I can get the time off work and even if I could then I don't know if I can afford it, but I'm sure I could take the bus to get there, but the plane would be faster, but more costly and then if I take the plane who will pick me up.' This goes on and on until the person has over analyzed it to death and ends up with more questions than answers.
