No one per se created the New Orleans Saints. They were brought up in a deal with Senator Russell Long, NFL Commissioner Pete Rozelle, and Congressman Hale Boggs.

On November 1, 1966 the Commissioner announced to the city of New Orleans that they had been awarded a team.
