How do you spawn npcs in halo reach?

Delete every little respawn point on the map, including respawn zones, anti-respawn zones, and every initial loadout zone. then the game will find random respawn points all over the map. either that, or you can just modify a respawn zone and stretch it to the size of the map by pressing B.
