Can I become a civil engineer with a GED?

A GED by itself is not enough to enter any field of engineering today. Use the GED to get admission to an engineering college and work toward a degree. A masters is preferable, but some places will hire engineers with a bachelors and then provide educational assistance to get the masters while working for them.
