Who proposed the constitutionsal convection?

The Constitutional Convention was proposed by Alexander Hamilton and James Madison in 1786, during the Annapolis Convention. They recognized the inadequacies of the Articles of Confederation and called for a gathering to discuss reforms. This led to the Constitutional Convention in Philadelphia in 1787, where the U.S. Constitution was ultimately drafted.
