Can a convicted felon be a scout leader?

Yes. He could certainly support his son and take unofficial roles in helping the unit. Depending on the details of his situation he may be able to be a leader but that would be subject to review by the unit and the local council (he would need to convince them that he is of good moral character and not a danger to the Scouts).
