What did the 5-power treaty limit?

The treaty limited the Capital ships that could be used by the U.S. , Britain, Japan, Italy, and France. The ratio of their ships couldn't exceed 5:5:3:1:1 (in order by country). They also could not construct any new Capital ships for 10 years.
