This document is generally so well-known that no formal listing should be needed in your works cited list. However, you should cite in within the text to be safe. This is how you do it:
1) When referring to the document for the first time, add (US 1776) after the sentence.
2) When referring to a specific section of the declaration, mention it's name in the sentence and put in bracket the section.
i.e.) In the Constitution of the United States, Article II refers to the "...." (sec.1, cl.3)
