in the vertical logic it provides logic link between means and ends. it encourages examination of risks. However getting consensus of objectives is difficult and takes long . it can also reduce the objectives to a simpler linear. it can lead to a inappropriate level of detail in too much or too little.
whilst in the horizontal logic one of the potential strenghts would be that it requires analyses of whether objectives are measurable. it also helps to establish monitoring and evaluation framework. however finding measurable indicators for higher level of objectives is difficult. there is a tendency to establish unrealistic targets too early.
