

Law enforcement often has to pay special attention to low income apartments. These environments are breeding grounds for drugs and crime. Many low income apartments are occupied by single parent families and the elderly. These people are often unemployed or underemployed. Many of the adults work in low wage jobs that barely cover basic necessities, and they seek out other ways to make money that is against the law.
Government officials have identified many of these low income apartments as places for social programs. Targeting the children in low income apartments is often the best way to address the issue of poverty. Providing these children with access to quality education and other resources is one way to reduce the likelihood of poverty in the younger generation. Human resource and industrial psychology professionals have done studies that show that poverty is directly caused by poor education. Those that are not educated tend to end up in poverty. People that do get a college education are more likely to find stable and lucrative employment. The chances of them ending up in poverty are greatly reduced.
Education is critical in decreasing poverty in poor neighborhoods, but there are other things that also need to be put in place. In many low income apartments, the parents are absent a great deal, or the parents are not providing the training that some of these children need. Oftentimes, the parents were teenage parents themselves. As a consequence, these young parents do not have the skills to adequately prepare their children for success. Mentoring programs in these neighborhoods can be very effective. Adults that have overcome challenges can oftentimes help these children see that success is possible. Many of the children in these low income apartments have not seen true success. They are led to believe that the only way to survive is through crime.
Big Brother and Big Sister programs are aimed at providing a source of hope and support for these kids. Kids are able to experience first hand the support of an adult that is successful. These adults can provide a source of motivation and accountability for these children. These adults can also work with the parents to produce an environment that is conducive to success. Parents are overwhelmed in many of these areas, and these parents are relieved to have some support.
