I was looking for the same definition. Here is what I found:

"Clean-sheet design is the process of developing a system from only a set of requirements and a 'clean sheet of paper'"

"System development is facilitated by clean-sheet design. Clean-sheet design is the process of developing a system from only a set of requirements and a 'clean sheet of paper'. Clean-sheet design creates a design environment that offers the flexibility and creative space to innovate by investigating options that lie outside the bounds of the typical systems. In this environment, the system can be designed and optimized as a whole, and consequently compromise can be minimized. Clean-sheet design discourages defining arbitrary constraints, which can promote compromise and premature commitment to a particular solution, and hence lead to an inherently non-optimisable system. A special case of setting arbitrary constraints is developing a system based on a previous version."
