Yes, it is a prodrug of Phenmetrazine meaning a portion of it is converetd to Phenmetrazine by the liver. It has milder amphetamine like effects and therefore is less controlled as opposed to the amphetamines. Phenmetrazine and amphetamines are under strict Schedule II of the controlled substance act. Meanwhile Phendimetrazine is a less regulated Schedule III controlled substance. Yes it acts on the CNS like the amphetamines, but with less amphetamine like effects.
