A homeowners association is a legally binding scheme for real estate property ownership. Governing documents can dictate standards for yard upkeep, exterior colour and so forth.

A neighborhood association is usually a more informal collection of owners who work together to maintain safety, security and other public or civic standards. There may be guidelines involved, but they may not be legal and binding on residents.
