Why is congress called Congress?

Leaders in Congress write and pass laws. The Webster's Dictionary definition of make : to bring into being by forming.

Added: It is not just the "leaders" in Congress who are "lawmakers." ALL elected Representatives and Senators are members of the Legislative Branch of Government and ALL are equally referred to as "lawmakers."
