According to the history text Introduction of Contemporary Civilization in the West, the Declaration was written by a committee:

The document was the work of a committee made up of more than twenty leaders of the National Assembly. It drew heavily on Jean Jacque Rousseau, the US Declaration of Independence and the "Enlightenment" thinking of the day.

I have seen the Declaration being attributed to Lafayette on one web site but can't find any verification of this.

It was adopted by the French National Assembly August 26, 1789
