The solar radiation effects on oil causes it to disperse and spread, leaving a thin layer of oil. Salt water doesn't do much to help since oil and water don't mix without certain chemicals that would damage the environment. Therefore the water has a more dense gravity ratio than oil which salt water's is 1.023 to 1.028 than oil 0.79 to 0.84. therefore the oil is pushed farther up and is the cause of the larger oil spill.
