no they do not cause substantial harm although this topic is very controversial it dosent cause a substantial harm because the ads dont make you go to the casino they just show what a great time you can have and also adults know what the risks are of gambling and if they disregaurd them then they could be in big trouble ,but no casino ads are not a substantial harm.
