What are the qualifications for being part of the commonwealth class?

The commonwealth in it's original meaning meant common well-being. However, the term is also used to refer to the people of the nation. Furthermore, it also represents various nations that are governed by the people. Thus the qualifications of being part of the commonwealth may vary and be arbitrary at best depending on the context.
