The handlebars are levers that are used to turn the front wheel. It would be much more difficult to steer the bicycle just using the fork steering tube.

The front axle and bearings essentially reduce the friction verses, say sliding/dragging the front wheel forward.

High quality bearings, bearing races, and grease reduce the rotational friction and thus reduce the amount of energy required to turn the front wheel.
