Why is the scar-h a bad gun in mw2?

This is a very depressing answer but life can be depressig. Infinity ward set up a deal with the u.s and fromer Soviet Union governments that when the scar-h is used as a gun or gets a kill a pentalty is tied to it. This penalty is that for every kill you get a small cute puppy will be strangled. For every multi kill an old person in a wheel chair will be tipped over.
