What states don't legaize gambling?

Currently gambling is illegal in Hawaii and Utah. Here there are no pari-mutuel race tracks, land based casinos or lotteries to be found. However, there are no laws for either state that do not allow online gambling. Since there are no laws, all forms of gambling are legal per the federal law for players who are 18 and over.
