Another View: While the above answer may be true for one (or even several) larger departments, it is by no means accurate for many other departments or agencies which do not have a similarly structured rank system.
Police agencies are administered along a hierarchal, para-military command structure with direect accountability from the highest rank to the lowest officer with several intermediate supervisory positions (known by various titles) separating them or, in the case of a small department, no intervening supervisors at all.
If you are interested in a particular department you can research THAT department, or in the case of your local agency, just call them and ask.
