What are the three objectives of secular state?

There is really only one objective of a secular state: religion and its institutions should have no power over the state and national laws and, conversely, the state and national laws should have no power over religion and its institutions.

All else is commentary on the aforementioned attempt to place a wall of separation between religion and the state, such as keeping religion out of public education (like Creationism) or preventing the state from appointing religious leaders (like simony).

It happens that because secular states are divorced from religion that they often support increased commerce, better human rights, and increased civil society, but the rise of these other benefits is conditioned on a number of additional factors as well.
